Governor Joe Manchin opened
a direct line of communication with state employees to seek
their input on improving working conditions and delivering state
services more efficiently. The reforms, called “meet and
consult,” will apply to employees in the Regional Jail and
Correctional Facility Authority, General Services Division,
Division of Highways and the Purchasing
Division.State employees endorsed the reforms as part
of a two-year pilot program to address staff shortages, increase
value for taxpayers and promote efficiency in state government.
